Mandatory Step in Modules

The steps of a module can be training or assessment questionnaires.

In training, they were previously optional, and guests could skip them as many times as they wished, or not at all.

The new proposal is to make this step mandatory; in other words, it is no longer possible to proceed to the next step without completing this one.
